SPECIFICS OF PROCESSES OF MODERNIZATION IN THE ECONOMIC REGION OF UKRAINE IN 2005–2012
The political crisis in Ukraine has provoked the unforeseen risk factors for the economic complex of regions of the South of Russia whose economies weren closely connected with Ukraine through the general investors, projects, logistics for decades. But today the distribution of the resources in Ukraine is carried out spontaneously in the conditions of the remaining military-political and economic tensions in the territory of the east zone of «Donbass». The distinctions between the subjects concerning the use of factors and resources of production have also led to the destruction of the infrastructure of the economic region of the southeast of Ukraine.In the article the assessment of primary, secondary and integrated modernization of Ukraine and its economic regions is carried out. Theoretical approaches, the classification and the technique of the assessment of stages of modernization and their cumulative state are proved. Features and specifics of the processes of the modernization in the economic regions of Ukraine in 2005–2012 are shown.
The authors of the article think that concrete reference points of modernization policy of the economic regions of Ukraine require the implementation of the new phase of the analysis depending on the typology of each region in the new developed political and economic conditions. Such a personified approach will allow defining problems of institutional changes, the directions and the volumes of investment for their decision for each concrete economic region.

GENERALIZE PRACTICE OF THE PUBLIC FINANCE MANAGEMENT
In work basic directions of interaction of the Central Bank with the government in the financial sector. The basic powers of the Central banks of some countries in the management of public finances and some aspects of relations with ministries of Finance. Special attention is paid to the interaction between the aforementioned structures as direct lending by the Central Bank of the government, the financing of the «quasi-fiscal operations, maintenance of accounts of the government, using the Ministry of Finance the profit received by the Central Bank, repayment of state bonds to improve regulation in the financial sector and advising legislation. Identified possible benefits from such cooperation, as well as the consequences of the actions of these Executive bodies.
On the basis of the conducted research determined that the coordination of actions of Central Bank and government in Finance, in particular the Ministry of Finance, is of fundamental value for monetary system and financial stability. Identified promising areas of cooperation between these institutions and offers recommendations for their improvement.

INITIAL ASSESSMENT OF FIXED ASSETS IN ACCOUNTING: THE NEAR-TERM OUTLOOK
Article considers problems of formation of initial cost of fixed assets according to the draft of the federal standard of accounting «Fixed assets». Article carries out the analysis of the draft of the statutory act in comparison with a relevant provision on accounting «The accounting of fixed assets» (PBU 6/01), defining his advantages and shortcomings. The author’s position concerning a number of standards of the Project FSBU, which is recommended to be considered at his discussion in Council for standards of accounting is created and proved and to level discrepancies of a number of points.

PROCESSES OF THE INTENSIFICATION IN THE ECONOMIC COMPLEX OF THE REGION: UPDATING OF APPROACHES TO THE ASSESSMENT OF ECONOMIC EFFICIENCY
In article it is emphasized that development of low-waste technologies has to be carried out taking into account regional features, and the most important aspect of development of innovative ecology (as actual direction of development of regional innovative system) is development and use of intensive methods of conducting economic activity. Development of the technologies allowing to provide isolation of anthropogenous circulation of substances thereby has to become the most important problem of innovative ecology in the near future having brought closer it ideally to natural circulation of substances. Authors consider that, except allocation of two groups of the investments and innovations promoting an intensification or an ekstensifikation in the first group it is expedient to allocate several subgroups corresponding to the different directions of an intensification according to regional, branch and structural specifics of economy of the region (districts, the countries).
In article the original technique allowing to define not only efficiency of an intensification on the basis of comparison of effects of an ekstensifikation and an intensification, but also to estimate efficiency of various directions of an intensification of regional industrial complex is described.

CLUSTER DEVELOPMENT STRATEGY: CREATION OF TERMINOLOGY
The article presents the results of analysis of Russian scientific publications devoted to strategies for the development of clusters. Process of terminology formation is not completed in this sphere. The term «cluster strategy» is used predominantly in the sphere of regional economic policy. The term «the cluster’s strategy» is used to the cluster systems. But the term «cluster strategy» is used as a synonym too. This leads to discrepancies in the notions and methodology of the strategic cluster management. It is proposed to separate use of the disputed terms. The term «cluster strategy» should be applied for state regulation (cluster policy). The term «the cluster’s strategy» should be used for the cluster as an independent economic system.

The article presents the methodology of evaluation of the risk management system efficiency of customs authority in Russian Federation. The outstanding feature of the methodology consists in a complex survey of direct and the latent effects of the risk management system (RMS). The methodology is based on theoretical probability representation of the process of a possible violation the customs legislation by the participants of foreign economic activity.
