PROSPECTS OF COOPERATION OF BORDER REGIONS OF THE SOUTH OF RUSSIA AND SOUTHEAST OF UKRAINE: MEDIUM-TERM SCENARIO
In article the main competitive advantages of the region «Donbass», the priority directions of long-term development of a border territorial and economic complex of the Rostov region are revealed; potential of the remaining economic relations between social-production complexes of the republics of Donetsk people’s Republic, Lugansk people’s Republic and Russia, taking into account activation of integration processes in the Russian economy in the sphere of monetary circulation is opened; formats of economic cooperation between the Ukrainian and Russian regions capable to give incentive for restoration of development of the industry of Donbass are considered, will open new sales markets of production.

TAX CAPACITY OF THE REPUBLIC OF CRIMEA AND THE PROBLEMS OF ITS IMPLEMENTATION
This article explores the potential tax of the Republic of Crimea according to the official forecast and actually received tax revenues of the Peninsula. Identified sources of growth of own tax revenue of the Republic of Crimea, which will reduce Federal assistance. At the same time identified problems in the organization of the tax process of the Crimea, connected with General transformation of the economy of the Russian region in space that exerts a negative impact on tax revenues in the Peninsula.

STRATEGY OF GEOTRANSIT DEVELOPMENT OF THE REGION «DONBASS»: REPRODUCTION APPROACH
Authors carried out an integrated assessment of geoeconomy of the South of Russia and the southeast of Ukraine, the mechanism of processes of a geotranzition in the conditions of formation of the new megaregion — «the global city region of Donbass» that allowed to put forward the concept is investigated: as the leading institutions and the main link on formation new «basic territories» or «power lines» of reproduction business cycles in processes of continuous freght traffics is the Seversky Donets and an access in the region to hydrogen energetics.
An analysis of cartograms, adaptation of the data «support areas» allows us to group the existing administrative units into four reproductive cycle (RC) of new mega region «Donbass» with epicenters: RC kernel with its epicenters in Rostov-on-Don, Shakhty, Donetsk, Lugansk; RC number 1with an epicenter in Sevastopol; RC number 2 with an epicenter in Kharkov, Belgorod, Voronezh; RC number 3 with an epicenter in Volgograd.

The article presents a rationale for the indirect management of innovative development of industrial systems through the promotion of partner relations of economic entities in the industry. Based on the determination of prerequisites and conditions of enterprises’ cooperation the basic characteristics and features of meso — and micro-economic models of innovative development management of industrial structures are presented. The importance of accounting of regional parameters at creation of the corresponding models of management is illustrated on the example of economy of the South of Russia.

INVESTMENTS IN RETAIL TRADE AND ITS ROLE IN REGIONAL ECONOMIC DEVELOPMENT: CASE OF REPUBLIC OF CRIMEA
In this articles evaluated directions of investments to retail in Republic of Crimea, which will provide access for industry of the region to the modern level of development. According to results of the research, it is recognized that retail infrastructure is a priority area for investing in that industry in Crimea. The key role in the infrastructure assigned to information resources that should be formed with the direct participation of the state. There is another important area of investment, it’s recognized as trade integration to the tourism and recreation clusters, which will provide a broad resource base for all participants of this association. Implementation of this work will promote not only retail sector, but also the entire economy of the Crimean region.

MODELING OF LOGISTICS PROCESSES OF NETWORK COMPANIES IN THE OIL SECTOR OF THE ECONOMY
The article discusses the restructuring of the oil industry, which led to the formation of vertically-integrated oil companies, in accordance with the process chain «from the oil well to the gas station». On the example of activity of the southern network of the Rosneft company with using of tools of economic-mathematical modeling (model «just in time»), the probability of oil products delivery precisely in the specified time from a oil well to gas station with use of alternative options of transportation is calculated in the paper.

The article examines the investment activity of subjects of the Russian Federation in terms of import on the example of the Central Federal district. RELEVANCE OF STUDYING EDUCATIONAL AND PEDAGOGICAL VIEWS AND ACTIVITY OF ADMIRAL A. S. SHISHKOV (1754-1841)
The objective reality of human society confronts the problem of educational science of creative connections, careful preservation and use of traditional achievements in teaching upbringing and education of youth, and to find new creative ways, directions and methods of learning and education of the younger generation on the basis of the nobility, purity, loyalty, honor, responsibility and creativity. The purpose of research is a systematic analyses of pedagogical, educational and outreach activities of Admiral A. S. Shishkov, scientific substantiation of the possibility of creative research and its application in modern Russian school at different levels and in teaching. The article proves the urgency of the need to study, study and awareness of the upbringing, pedagogical, public and enlightening activities and of the views of A. S. Shishkov (1754-1841) — of a prominent military, scientific, public and statesman of the Russian Empire, Admiral, academician, Minister, educator, writer, educator. In particular, the article shows the possibility of using the creative legacy of academician and Admiral A. S. Shishkov in the activities of modern educational institutions of the Russian Federation and the Republic of Crimea in terms of educating the moral foundations of personality, upbringing of patriotism and quest for knowledge. THE UN DECLARATION ON THE RIGHTS OF INDIGENOUS PEOPLES TO SELF-DETERMINATION
It is shown that the Declaration of the UN supported a broad approach to the problem of self-determination of indigenous peoples. In particular, it is argued that the adoption of this Declaration involves the implementation into national law of rules that make it possible to provide greater support for the rights of the population of States and political pluralism and representative government-the right of minorities within the state, as well as the realization of the right of the population as a whole, the rights of the population non-self-governing territories, in particular, the integration of non-discrimination and free determination of their political status, economic, social and cultural development, religious, linguistic and educational rights of indigenous peoples.

The article analyzes the legal and political regulation in the conditions of territorial autonomy in the implementation of legal rights in determining how their own economic and cultural development. The necessity of giving groups legal personality, including damages, restitution and compensation for damage caused by the culture and identity of such groups. The authors defined the duty of every nation to strictly ensure that its government has consistently acted in the spirit of the core principles of the UN Charter, the Constitution and does not jeopardize the peace and security of other Nations.

ISSUES OF THE CORRUPTION ADMINISTRATIVE VIOLATIONS
This article pulls attention to the uncertainty of terminology denoting administrative violations of the anti-corruption laws and to the lack of clear criteria of identifying corruption administrative violations. The author, basing on the analysis of the anti-corruption legislation, validates that the articles 19.28 and 19.29 of the Code of Administrative Offences are referred to as the corruption violations.
