In the article the authors proposed a detailed classification of the activities of the Procurator for the protection of the rights of citizens to appeal to state bodies and bodies of local self-government on various grounds. The use of this classification allows to distinguish some measure of protection against others, to determine the peculiarities of application of certain protection measures, a deeper study of the legal institution of protection by the Prosecutor rights of citizens to appeal to the public authorities.

TOPICAL ISSUES OF IMPLEMENTATION OF THE DISCRETIONARY POWERS OF THE COURT OF CASSATION IN CIVIL PROCEEDINGS
The article attempts to critically analyse the provisions of civil procedure code of the Russian Federation, enshrining the discretionary powers of the Chairman of the Supreme Court and his Deputy in the exercise of any appeal in civil proceedings. In conclusion, the author proposes to amend the current code of civil procedure, which will in detail regulate «special powers» of the President of the Supreme Court and his Deputy as the main guarantees of realization of the right to access to justice.

LANGUAGE TRAINING OF THE FUTURE ECONOMISTS AS AN INTEGRAL PROCESS OF THEIR INTERCULTURAL COMPETENCE FORMATION
The paper analyzes the problem of language training of students in non-language universities. The issue of intercultural competence skills is considered in close connection with professional activities related to the interaction between cultures and implemented through communication, which include such fields of business as governance, economic and political organizations. Particular attention is given to the demonstration of the developing potential of interdisciplinary learning of a foreign language in non-language high school establishments, ensuring the formation of an intercultural competence of the future economists. The problem of the formation of the intercultural competence of the future experts in the course of teaching them general disciplines is especially relevant for high school establishments. Such education can become a means of adaptation to the conditions of the forthcoming social and professional activities. In other words, teaching the intercultural competence is one of the goals of modern higher education. In practice, every subject of the university program contributes to the formation of the intercultural competence of the students, filling it with relevant content. A significant place in this process is given to the discipline «Foreign language», since the formation of intercultural communicative competence is the primary purpose of teaching this subject at the university.

Аrticle it is shown that the introduction of innovative technologies in educational process it is necessary to carry out the physiological and dynamic monitoring of the health status of students. Monitoring basic physiological parameters of the organism allows to get objective information necessary for making effective management decisions. The analysis of the health status of students indicates a significant distribution of deviations in health status and reduction of the main indicators of physical health.

The article considers the essence, basic features, the problems and the developing perspectives of the adult pedagogical education as a part of the adult professional education system. The specific character of the adult professional education system is demonstrated through its unique features. There is a question of realization of the adult pedagogical education through the adult training programs learning; it is spoken about the brief of such institutes as retraining and further training which are the basic structured branches of the adult pedagogical education. There are considered as the problems prevented the pedagogue’s professional competence development so the ways of their solutions. In conclusion the article gives analysis of the specific functioning features and disadvantages of the adult professional education system.

STATE REGULATION OF DEVELOPMENT OF TRANSPORT SYSTEMS IN RURAL AREAS IN LEAST DEVELOPED COUNTRIES: THE CASE OF AFRICA SOUTH OF THE SAHARA
Stimulating the development of transport accessibility of rural areas in least developed countries may be due to the reduction of formal barriers, such as the existence of regulations that prevent the use of roads by public transport, or informal, such as the existence of anticompetitive agreements between operators of transport systems for carrying out the activities for the development of competition. Insufficient capacity of the transport market leads to the fact that this activity can only be done by raising subsidies, but in practice of state regulation of transport systems in rural areas of sub-Saharan virtually no cases of subsidy of transport systems, however, in cases when it was implemented, it has led to tangible results, as was shown by the example of rural Malawi or Zambia. However, currently in many countries of «Black Africa» availability of transport in rural areas is underdeveloped. A significant structural limitation for transport is that in the absence of competition from operators of Shuttle buses or their analogues do not exist incentives for the development of the service. This contributes to the small size of the market, which is not attracted to the market of new participants. In such conditions, using only the economic mechanisms cannot solve the problem of transport accessibility of rural areas. To achieve this goal it is necessary to use the instruments of state regulation, stimulating the development of transport and responsible for the increasing the capacity of the market of transport services for rural areas.

The article considers the problem of Genesis and evolution of scientific bases of creation of innovation industrial clusters in the field of agriculture and food industry based on international experience and research on the formation of industrial clusters. The result identified the key features of forming of innovative agro-industrial clusters, empirical evidence of the uneven distribution of resources, factors of production and the productive forces. On the basis of the analysis is formulated the conclusion about the role of government regulation and application of measures of industrial policy, in particular, for the formation of institutional conditions for the creation of innovative agro-industrial clusters.

THE LEGAL MODEL OF RURAL TERRITORIES DEVELOPMENT IN THE CONDITIONS OF THE EU INTEGRATION PROCESSES
In the modern legal model of the integration process the role of the state still remains the key when selecting the volume of financing of development of rural territories. At the stage of selecting legal instruments that define the areas of development most significantly impact the EU Commission, and at the stage of developing and implementing programmes of local authorities. Also, limiting the effectiveness of the institutional model of development of territories is that in spite of certain successes in development of rural territories of the EU, the key problem is the legal mechanism for implementing collective responsibility for decisions.
Modern studies have shown that the most effective form of legal regulation development of the territories is the incorporation of supranational, national governments and authorities in the resource allocation process. The evolution of the political process of rural development of the EU indicates that the goals and objectives defined by policy documents in most cases, are not enforced and national governments play a key role in determining the funding of development programmes. Some successes of the past 50 years are associated with a greater degree of restriction of influence of local authorities on the institutions of rural development. Therefore, the choice of the legal form of development of rural territories of the countries-participants of the Eurasian economic Union it is necessary to take into account the EU’s experience in the study of the level of socio-economic development and the application of its results when goals and priorities.

THE SYNTHESIS OF THE LEGAL MODEL OF PROVIDING SUBSIDIES TO AGRICULTURAL ENTERPRISES
The paper identified the legal regulation model for the provision of subsidies to agricultural producers, in particular, to search her most effective institutional forms, such as the reduction of certain exit costs such as the payment of interest on loans or the cost of diesel fuel during the planting season, as well as investments in fixed capital, including associated both with the provision of agricultural producers with machinery and equipment, and provision of livestock breeding. The modern legal model involves the legislative and regulatory framework support to agricultural producers, which by the beginning of 2012 was almost fully formed, both at the Federal and regional levels. It currently includes virtually all the most significant cost and investment of agricultural producers. In recent years (starting from 2013) development of laws and regulations was carried out with the purpose of increase of efficiency of use of funds, primarily the Federal budget.

THE PROBLEM OF PEDAGOGICAL MEASUREMENT IN THE CONTEXT OF RURAL SCHOOLS
The most significant feature of the objectivity of representation is that data retrieval may be reflected in both qualitative and quantitative data can be obtained through observation or through direct interaction with the object of study. In relation to the pedagogical dimension of such data is the data of the interim reporting assessment of student performance and other types of measurements. In case when receiving the data interaction with the object of study happens indirectly, on the basis of observations of the results of the pedagogical activities of modern technological solutions allow us not to sample and to analyze data even at very large array data and also to account for the context of the analyzed data. Therefore, the development of the methodology justification of scientific objectivity in educational measurement should include the development of epistemic criteria of objectivity representativeness.

METHODOLOGY OF EDUCATION DEVELOPMENT OF RURAL YOUTH IN THE CONTEXT OF AXIOLOGICAL TRADITIONS POTENTIAL
The paper analyses the approaches to forming of value in morals of the rural youth through realization of the potential of the traditions of the area, including a specific nationality, or ethnicity. It is shown that the development of the methodology of psycho-pedagogical instruments of moral education of rural youth should include comprehensive study of value orientations of tradition, which can contain anti-social values.
