THE METHODOLOGICAL BASIS FOR THE ANTIMONOPOLY COMPLIANCE IMPLEMENTATION IN THE ACTIVITIES OF AGRICULTURAL PRODUCERS: THE CASE OF FOOD PRICE DISCRIMINATION
Price discrimination by large firms in the food markets is not in itself unethical practice, or contrary to the ethical standards of doing business, it makes such additional conditions, which primarily includes assessment of direct and indirect damage from such actions. The most problematic area of implementation of antitrust compliance is to establish whether the higher price for more affluent or lower price to the less affluent consumers is unethical. To assess the ethics of price discrimination requires the rethinking of the categories of damages the consumer and the mechanism of its establishment and the assessment of liability for its use.

INSTITUTIONAL ASPECTS OF DEVELOPMENT ACTIVITIES OF RURAL LIBRARIES IN RUSSIA
Currently, the presence of norms of provision of population with cultural organizations, fixed by government Order «About Social standards and norms». It is shown that despite the existence of certain norms that characterize the security of our population public libraries, they are only 63% (2014). The paper shows the increased state support of rural libraries and librarianship in rural areas. However, the results of the analysis concerning the dynamics of the number of libraries in the village reflect the situation that requires additional government support for libraries in General, and particularly libraries in rural areas.
In addition to creating catalogues of the cultural heritage of the peoples of our country and directory elements of traditional rural architecture, it is necessary to place these resources on the Internet, possibly in the framework of the project National digital library, with mandatory promoting these resources. These measures will not only promote rural culture, but also to facilitate research in the study of rural and village culture of different peoples of our country.

FOOD SUPPLY TRANSPORT INFRASTRUCTURE: THE CASE OF AIR TRANSPORT
The infrastructure development of providing hub airports with food is limited by the necessity of thorough control of suppliers with the purpose to prevent antiterrorist threats and reducing risks of food poisoning of passengers. While planning this activity in the Russian hub airports one needs to focus on the presence of the usual international passengers’ fast food chains, and also consider a national component. Modern airports get 10% profit from the organization of the land air transportation service. While designing new and reconstructing old airports it is necessary to assess the possibilities of their infrastructure food provision, that may bring up to 50% profit of their activity. The models of providing hub airports with food are revealed. These are food supplies, similar to provision of the sector of public catering outside transport terminal, which can be done in a centralized mode or by suppliers, having a specialized access to these activities; delivery of finished products, sealed and certified in a special manner; “module deliveries” — deliveries of partially finished products and products.

A NORMATIVE REGULATION OF THE ANTIMONOPOLY REGULATION OF FOOD MARKETS IN THE EU
The food crises of 2007 and 2010 led to the transformation of modern antimonopoly regulation in member states of the European Union. It is currently focused on the evaluation of the impact of global food prices, regulations becoming more and more detailed with a view to dealing more effectively with violations of the antimonopoly legislation. However, the norms of these normative acts contravene the provisions of antimonopoly regulation. The author point out that there is a conflict between the provisions of Article 39 of the Treaty on European Union, which determines the general directions of agricultural policy in the European Union, and the provisions of Articles 101 and 102, which determine the types of unacceptable market behaviour of producers of goods and services. In order to construct a legal model of the antimonopoly regulation of food markets, it is necessary to determine the cases in which anticompetitive behaviour of participants in agrofood markets is considered to be permissible.

LAW REGULATION OF FOOD PRICES
The political process of Russia’s integration into international organizations such as the world trade organization, the Customs and Eurasian economic unions requires compliance with national legislation commitments. On this basis, the next step in the evolution of state regulation of prices and prices in our country will be further adaptation of the legal framework regarding this aspect, according to international acts. It should be noted that activities in this direction include the bringing into full compliance of Russian legislation with the requirements of the Treaty on the Eurasian economic Union, in terms of state regulation of prices.
The evolution of legal models of regulation of pricing on food indicates that equal and full liberalization of food prices, and the establishment of strict control are not effective legal model, since the first leads to increased monopolization and price increases in local markets, and the second limits the possibilities of innovative development of the agricultural sector and leads to a deficiency. Thus, we conclude that the development of the legal model must take into account the peculiarities of modern stage of development of the food market, primarily the increased market power of retailers.
