MODERNIZATION OF APPROACHES TO THE SOLUTION OF THE PROBLEM OF WATER SUPPLY AND WATER CONSUMPTION OF THE LARGE CITY
In article various aspects of systems of water consumption of the large city are analysed. Authors used methods of the theory of adoption of effective administrative decisions, mechanisms and the directions of increase of reliability of work of systems of water supply and water disposal in the large city are presented, the assessment of dynamics of financial and economic indicators of development of system of city water supply is carried out, and also actions which realization will allow to provide reliable supply the population of the large city with drinking water according to requirements of modern sanitary standards are offered.
Authors paid special attention to an assessment of ecological consequences of elimination of warehouses with toxic and toxic agents. The conclusion that at the present stage of modernization of regional economy aimed at providing steady water supply, water consumption and water disposal in the large city is expedient to carry out introduction of a control system of water consumption on the basis of frequency converters is drawn, and on objects of water consumption it is necessary to use devices of smooth start-up of asynchronous electric motors.

THE POSITIVE EXTERNALITIES OF INDUSTRIAL CLUSTERS: APPROACHES TO EVALUATION AND REGULATION
The paper shows that research that benefits lead to the emergence of positive externalities significantly affect the implementation of other economic activities, not directly related to industrial clusters. However, there remain open questions of state regulation with the purpose of maximizing positive externalities, and they require further investigation, since a significant part of the research focused mainly on addressing the opportunities to improve the economic performance of the cluster. The present paper systematizes the positive externalities of industrial clusters, as well as the directions of development of tools of state regulation of the real sector of the economy.

ECONOMIC MECHANISM OF YACHT CHARTERMARKET: THE APPLICATION OF INTERNATIONAL PRACTICES IN THE DEVELOPMENT OF THE TOURISM INDUSTRY OF THE CRIMEA
The article deals with some issues related to the international yacht rent practice. Special attention is given to the development of nautical tourism in the Republic of the Crimea. Russian Government is developing a program to create favorable conditions for yachting development in the coastal areas of the Russian Federation. However, the practical activity of foreign companies on delivery of yachts for rent is still poorly understood. Therefore, considering international practice, the development of this kind of business is quite important for the sustained development of the yacht tourism in the Crimea.

THE ROLE OF SNOW WHITE FIELD IN SOCIAL AND ECONOMIC DEVELOPMENT OF CITY HAMMERFEST
The present article addresses the local and regional impact of oil and gas activities entering the Norwegian periphery. It demonstrates and analyses Hammerfest case within the framework of Norwegian development. The paper explores the changes in social and economic development of the town during the Snow White exploitation and the construction of the first european LNG (liquefied natural gas) plant at Melkoya as well as all the supporting infrustructure during 2002-2008. Particular attention is paid to the impact of the above-mentioned factors on the local supplies’ position, employment structure, demography, taxation policy and and local wellfare. The article also addresses the theories concerning the oil and gas sector’s role in building new economic growth poles outside already established economic centers.

The article is devoted to the contribution of foreign language learning to stimulating students’ life skills at non-linguistic higher institutions. In the article, the author considers the possibilities of motivating students to exercise life skills in the process of foreign language instruction. The author analyses the cooperative learning technology as a means that enables students to be involved into interaction with one another as well as it develops their team-building skills to successfully cooperate and communicate with each other. The author describes different forms of cooperative leaning, which give students an opportunity to mutually enrich and complement each other’s skills in foreign language learning. The author argues that cooperative learning technology stimulates the students’ existent life skills and makes them work in the process of professionally-biased instruction of a foreign language.

STATE SOCIAL ASSISTANCE ON THE BASIS OF THE SOCIAL CONTRACT REPUBLIC OF СRIMEA AS A MEASURE OF SOCIAL SUPPORT TO NEEDY FAMILIES IN THE CONTEXT OF THE CONCEPT OF THE STATE FAMILY POLICY IN THE RUSSIAN FEDERATION FOR THE PERIOD TILL 2025
The article is devoted to date topic — state support for low-income families and single residents of poor people by providing them with state social assistance on the basis of the social contract, which is in the priority actions to support, strengthen and protect the family, designed to enhance the quality of life for families and strengthening Social responsibility of citizens, encouraging their active actions to overcome difficult situations.
The article analyzes existing in the subjects of the Russian Federation approaches to providing this type of assistance, the criteria for identifying the poor citizens, summarizes the experience of its practical provision, and make proposals for the improvement and development of a mechanism to provide, in particular — the accurate accounting of the actual average per capita incomes of poor families, to ensure the return to the budget amount of aid in the case of misuse, the unification of the conceptual apparatus of legal acts of subjects of the Russian Federation for ensuring a uniform approach to aid. Particular attention is paid to the prospects of state social assistance on the basis of the social contract in the Republic of Crimea with the January 1, 2016.
