FORECAST TAX CAPACITY OF CRIMEA AND SEVASTOPOL
This article discusses existing approaches for the refinement of the definition of «tax capacity» with the definition of criteria in this category and further classification of the tax potential of the region. From the standpoint of assessment of the tax potential of this area, the analysis of the tax burden in the studied the region with the evaluation of the forecast of possible tax revenues taking into account the sectoral structure of the economy of this area, study the situation on the profitability of the organizations of the Crimea in comparison with the national data, as well as the situation with personal income and employment of the citizens of Crimea.

OPPORTUNITIES AND RISKS OF CROSS-BORDER COOPERATION OF REGIONS OF THE SOUTHERN MACROREGION OF RUSSIA AND REGIONS OF THE SOUTH-EAST OF UKRAINE IN THE CONDITIONS OF UNCERTAINTY
In article the political and economic innovations connected with the transformation of the region «Donbass» in the context of decrease of the risks caused by a military-political and economic conflict in Ukraine are investigated. On the basis of creative synthesis of theoretical and practical approaches of studying the evolution of nonlinear economic systems and the formation of megaregions, and also the analysis of the geopolitical situation developing on the world scene between Russia, the USA and China provisions are developed according to which the region «Donbass» can be considered as «a critical point» of the European regionalization.
Authors believe that the important strategic prospect of border cooperation of Russia and Ukraine is connected with the formation of a cross-border agglomeration «Nizhnedonbassky» and «Verkhnedonbassky» the creation of which consists in realization of the linking function between Nizhnedonbassky, Volga region, Moscow and Petersburg transport corridors.
One of the condition of social and economic stabilization in the subjects of the foreign Caspian and the Black Sea zones is the realization of geotransit capacity of the region «Donbass» with the formation of a geotransit architecture of its economy. Strategically realization of the processes of an international city formation is possible either on the basis of federal principles or by a geopolitical split of the territory of the region “Donbass” on the line Kharkov – Donetsk – Lugansk with a bent to Russia.

SOCIO-ECONOMIC DEVELOPMENT OF CRIMEA AND ITS IMPACT ON THE TAX POTENTIAL OF THE REGION
In this article the analysis of the main macroeconomic indicators of development of the Autonomous Republic of Crimea from the standpoint of assessment of the tax potential of this area and predict the possible income taxes. Studied industrial structure development of this area as a part of Ukraine, and after joining Russia, analyzed the current situation with profitable and unprofitable enterprises of the Crimea in comparison with the national data.

DEVELOPMENT OF THE CROP SECTOR IN ROSTOV REGION, SOUTHERN FEDERAL DISTRICT AND IN THE SOUTH-EAST OF UKRAINE: COMPARATIVE ANALYSIS
Agriculture is the basic economic sector in Russian Federation as it provides food safety of the country. The main importance for the growth of all the sectors of the agriculture has the growth of grain production as it is the base for both plant growing and animal husbandry and consequently, of the agriculture on the whole. The increase of grain yield is the primary way to raise efficiency of grain production and its inventory. The grain yield is mainly influenced by the introduction of highly productive zoned grain sorts, by the use of a highly qualified seeds, fertilizer application. Currently in the Rostov region the decrease of the yield and grain deterioration are observed. It is closely related with carrying-out of nutritive materials which are not reimbursed by the facilities of humus renewal, deficient attention on technologies of preparation and application of organic fertilizer. The crop yields in the Rostov region are formed mainly at the expense of the natural soil fertility and nutrient stores created in previous years.
A high level of wearing out of fixed assets is caused directly by insufficient investment of agriculture. It is required to apply modern technologies including watering system, concentration and fertilization for support of soil quality for the compensation of destructive effect. Thus, at present, the qualitative development of agriculture is objectively associated with the development of capital-intensive areas in the grain industry. Special attention in the paper is devoted to the agricultural sector of Ukraine, which is currently in crisis.

EDUCATIONAL CERTIFICATION AS A TOOL TO IMPROVE THE CONCORDANCE OF THE STAFF in relation to development OF MINING ENTERPRISES
In the article on the basis of the analysis of practice of coal mining enterprises urgency of improving the concordance persona. In particular, it is shown that the disagreement of the staff is a system limitation of the company’s development. The paper also describes the case of using this tool to improve the concordance of staff as educational certification, and also identifies the cyclical nature of its application. The author’s proposed approach is tested on a number of coal mines in conducting developmental assessments.

Increase in mutual funds’ popularity makes problem of determination of factors, which influence on investor’s decision up-to-date. In article directions of development of vegetable production on the basis of an assessment of the growth dynamics of cultivated areas of vegetables in dehkan farms of the Republic of Tajikistan. In particular, factor analysis, index method, and found that the growth of the gross harvest of vegetables mainly driven by growth in acreage and yield growth, and therefore it is justified as the development direction of the necessity of transition to an additive method of management.

PEDAGOGICAL ASPECTS OF OBJECT-ORIENTED THOUGHT AND PROGRAMMING PROCESS DEVELOPING
We discuss the methodology of teaching object-oriented design and programming. We highlight two types of problems encountered in the teaching and learning of the object-oriented programming (understanding of basic concepts, choice of the programming language). We show a possible split of the educational material, connected with the study of methodologies for object-oriented development, on modules. The first module includes the introduction of object-oriented design and programming. Second module helps to learn universal modeling language UML. The third one shows how to study object-oriented systems analysis and design. The fourth module, created for students familiar with one of the programming languages, helps to learn object-oriented design and implementation.

MODEL CURRICULUM FOR GRADUATE DEGREE PROGRAMS IN APPLIED INFORMATICS
We highlight the problem of IT-specialists teaching, for example – in “Applied Informatics”. We provide the model of the master’s (graduate degree) program in “Applied Informatics”. The model contains two alternative option of the program: option 1 “Depth-first” – “depth study of the courses”; option 2 “Depth&Breadth” – “depth and breadth study of the courses”.
We highlight the knowledge areas and courses which directly related to the input requirements to enter in the master’s program. We show the classification of these disciplines within the fields of knowledge and determined the levels of Bloom’s taxonomy of educational objectives.

GENDER FEATURES OF THE PHYSICAL CONDITION OF STUDENTS OF THE CRIMEAN REGION
The article discusses the features of the physical condition of students, male and female have different levels of fitness. It is shown that the physical state of untrained students have poorer performance in comparison with their male peers. Revealed that untrained students dominated the low level of functional health, reduced performance capability of the cardiorespiratory system, registered an average risk of developing high blood pressure, reduced activity of endocrine function.

IMPLEMENTATION OF COMPETENCE APPROACH IN DEVELOPING VILLAGE PROSE: THE CONTEXTS OF UNDERSTANDING AND LEARNING ASTAFYEVʼS CYCLE “KING-FISH”)
In this work the authors through the use of competence-based approach identifies the key concepts required for development within the school curriculum. The article examines the key aspects and typical features of rural prose. They are analyzed in light of the factors necessary for the attainment of the whole array (and, in particular, the stories of Victor Astafiev from the series “King of fish”) as part of the school course of Russian literature. As a result of analysis, the authors propose a system of teaching methods, the implementation of which allows to ensure the development of the moral and philosophical meaning for the development of village prose.

PRE-TRIAL SUPPORT OF YOUNG OFFENDERS (EFFECTIVENESS OF IMPLEMENTATION IN ARKHANGELSK REGION)
Sophisticated criminal situation with juvenile delinquency in Arkhangelsk region has prompted practitioners to find new ways to counteract. The basis for the acquisition of new knowledge in the field of prevention of juvenile delinquency was the phased introduction of social support for the pre-trial juvenile in conflict with the law. Based on the survey of investigators, investigators, judges and social workers involved in the experiment, the analysis of materials of criminal cases involving young offender’s conclusions about the positive results of the experiment revealed the difficulties and challenges faced by law enforcers. The article provides suggestions for optimizing the procedure of pre-trial support.

In article the order of initiation of criminal cases about the crimes connected with a drug trafficking is considered. Theoretical and practical questions of formation of typical investigative situations of an initial stage of investigation of crimes of this look are analyzed. RUSSIAN LEGAL PROBLEMS OF FINDING A MISSING PERSON
The issue of improvement of legal procedures for the search of missing people, both socially and legally relevant during the whole time of the law enforcement activity of internal Affairs of Russia and other bodies that are directly relevant to these issues (bodies of Prosecutor’s office, military police, etc.). It is shown that in the current Instruction of find missing are not listed all the signs of a crime in relation to missing persons, which may indicate other circumstances, taking into account local characteristics (e.g., operational environment, traditions, customs). To nominate a reasonable versions obscure the disappearance of a person and the conclusion about presence of signs of a crime it is necessary to consider the totality of the circumstances and their logical relationship. The organization of search and engagement (tying) other forces and means should be expanded. It’s only going to improve that situation to the satisfaction (resolution), especially in remote settlements, military, and other formation, and questions of emergencies and incidents occur constantly.
