ISSUES OF YACHT TOURISM LOGISTICS IN THE REPUBLIC OF CRIMEA
In the article the peculiarities of logistic processes international yachting and cruise tourism of the Republic of Crimea. In the result of the analysis shows that despite international economic sanctions, there are opportunities for the development of yacht tourism in Crimea, however, these features are limited to the structural limitations of the existing practice of regulating access to port infrastructure. The article also offers recommendations for improving the institutional environment for the development of entrepreneurship in the field of cruise shipping.

FORMATION OF INTOLERANCE AMONG TO BAD HABITS THE STUDENTS OF THE COLLEGE
The article explains the importance of intolerance in relation to addictive behavior. Intolerance against bad habits is considered as the ability of man to be free and responsible for their actions. The results of studies that show the effectiveness of preventive work on formation of skills of a healthy lifestyle, use of the potential of the training program «the Step to conscious sobriety,» the lessons of prevention «Stay on the line of life!» and other preventive practices for the formation of persistent intolerance towards destroying human health. As a result of the experiment, the students increased responsibility for their actions, for their health, developed strong-willed qualities, aspiration to preservation and augmentation of moral, cultural and universal values, and develop decision-making skills, there is a sense of its paramount role in the construction of their own destiny, develop self-esteem and confidence, reduced anxiety, lack of confidence, sold the need of maintaining a healthy lifestyle, produced values for active life position. The obtained results show the effectiveness of the proposed methods of implementation of this process.

THE GLOBAL FOOD CRISES OF 2008 AND 2010: CAUSES AND CONSEQUENCES
The reasons for the sharp increase in food prices means a large number of factors, which include including the development of the biofuels market, the deterioration of soil quality and crop failures, devaluation of the U.S. dollar, increased energy prices, as well as restrictions on exports and imports in several countries. Therefore, the results of the projections show that the trend of volatility of food prices will only increase. Important factor of speculation in the food market, which are considered the reason for the increase in food prices of 2007–2008 when in the opinion of some researchers, there were no major changes in demand and supply, however, the change in food prices has occurred. Thus, the economic behavior of the largest players in the food market became the reason of sudden increase of hungry people in 33 countries around the world, «food riots» and was the cause of the change of political system in some less developed countries. Volatility in food prices as 2008 and 2010 showed that simultaneous sharp increase in prices of basic food is the cause of the political instability in the countries with different type of Federal system. The key factor in the preservation of the existing regime of governance was the presence of food independence, a developed agrarian sector of the economy even in the conditions of insufficient economic development. Thus, history shows that maintaining stable prices in the domestic market for energy and food is a key task of the state.

THE DEVELOPMENT OF CULTURAL SECTOR IN THE RURAL TERRITORIES OF THE REPUBLIC OF CRIMEA: DEVELOPMENT PRIORITIES CHOICE
The optimization of demand pattern in cultural sector is one of the most important government’s tasks. Federal authorities, society, local authorities, several individual, enterprises, social organizations and mass media have an opportunity to influence cultural sector actors and create demand. Each of the organs mentioned above may operate in a particular area and with different force, and keeping a balance in the spheres of influence and power is one of the national security questions. That is why strategic management of the cultural sector should be based on the state policy and, in the meantime, should avoid overcentralization exercising a right of communities to maintain cultural identity of the rural territories in the Republic of Crimea.

REGULATION OF THE CASES OF PRICE DISCRIMINATION IN THE MARKETS OF FOOD
When considering the relationships between entities are taken into account only the relations between the producer (seller) and the customer (buyer). For the judiciary is fundamentally important is that counterparties do not recognize the actions of dominant firms to set different prices to the violation of their legitimate rights. Thus, courts do not consider the provisions of subparagraph 6 of paragraph 1 of the Law on protection of competition from the position reflected in it the principle of «a priori», that is, in principle, regardless of what does this behavior damage contractors. So, in modern scientific literature it is proven that such market behavior leads to irrational allocation of resources, therefore, the courts must consider this behavior from the perspective of harm to competition in General.

TRANSFORMATION OF MARKET STRUCTURES OF FOOD MARKETS IN DEVELOPING COUNTRIES
Transformation of market structures in agri-food markets has had a negative impact on the dynamics of food prices. The current situation of volatility in food prices is determined by the following accelerated economic growth in China and other countries in Southeast Asia, a lack of investment in the agricultural sector in all developing countries, the low level of implementation of innovative technologies, strengthening the problem of the impoverishment of the soil and frequent crop failures, unstable level of the dollar, reducing the profitability of export activities, the diversification of consumption of cereals including through expanding the production of biofuels and speculation on the world market. In relation to Russia these processes are so important in modern conditions, as the level of industrialization of the agricultural sector since the 1960s, was one of the best in the world (with the exception of energy efficiency) and now meets international standards. The transition to a market economy has enabled the liberalization of markets, substitution of food production by biofuels is not happening because of low energy prices, therefore, the Russian food markets less dependent on price volatility in the international market. Nevertheless, in General, strengthening the processes of concentration that occurs in the Russian market is the reason for the improvement of regulatory instruments structures of food markets and increasing food security.

Difficulties of schooling of the indigenous population in rural areas of Alaska are overlaid negative social factors high level of poverty among the local population, alcoholism and the abuse of children. Practice shows that joint education is a more effective form of learning than in the case when part of the students education is carried out in the state language, and for another part only in the national language.

INDUSTRIAL CLUSTERS IN THE DEVELOPING COUNTRIES: A CASE STUDY OF THE CHILE FISH CLUSTER
The issue of existence of an industrial cluster should be correlated with the stage of life cycle of basic industry production. The technological cycle of some industries lasts decades, and the life cycle of industrial cluster can be shorter. While developing consequent stages of the life cycle of the cluster it is necessary to consider the factor of availability of resources or the duration of exploitation, created for functioning of this sector of infrastructure.
The development of practically all industrial clusters took a lot of time, the development of the Russian clusters is calculated for 5–10 years. In the world practice there are no cases of creating efficient industrial companies in the developing countries over such periods. There is often a need to use ready objects of infrastructure, but even in this case it may need renovation. Therefore, at the stage of formation, it is desirable to carry out the minimum number of investments that are mainly associated with the creation of the necessary infrastructure and complementary set of institutional conditions that maximize the use of existing infrastructure.
